Research Abstract

This research projects aims to grasp the reality concerning the effects and impacts of the State educational reform policy in Oregon after The Oregon Educational Act for 21st Century of 1991.
The research was carried out with a good mixture of web-based inquiries, paper material collections, and interviews done by the team members.
As a fruit of our project, we published the report titled The Success and Struggle of the Proficiency-Based Educational Reform in Oregon, but all in Japanese.
The report contains such chapters as follows :
Chapter One deals with the overall movement of standard based educational reform in the States, with special introduction of Oregon educational policy. (Written by Tomoaki Matsuo.)
Chapter Two shows how practices in schools were developed after the Educational reform. (Chapters two and three were written by Akihiko Hashimoto.)
Chapter Three narrates how "the idealistic articulation system" : the Proficiency-based Admission Standards System (PASS) was designed, implemented and confronted many obstacles for the full implementation.
And at last, Chapter Four reports how real educational programs were carried out in a high school science class, referring to a CAM (Certificate for Advanced Mastery) adapted class in Eugene city.
