Outline of Annual Research Achievements |
FY2016 served as the preparatory period for the field work in the following FY2017. First of all, I analyzed state-of-the art approaches to the study of institutional interaction, institutional complexes and international organizations to outline a theoretical framework. Secondly, I acquired an empirical basis for the field work and surveyed the landscape of international institutions that address the rise of violent extremism and identified the specific functions of each institution in the complex. I focused on the role of UN sanctions and the division of labor between UN agencies and other actors, as well as on potential overlaps in competencies and programs. Both steps primarily required a comprehensive review of literature on the nature and functions of various international institutions. I relied heavily on available primary and secondary sources in the initial stages. These sources included books, journals, UN documents and press reports. In mapping the landscape on international counter-terrorism cooperation, I particularly focused on the role of UN sanctions that were imposed on terrorist organizations and their State and not-State supporters. In addition, I revised my book manuscript on UN Sanctions Governance and submitted a book proposal to a publisher.

Reason
In FY2016, I have made more progress than initially planned in my research and planning for my upcoming field work. I have published one article on the use of precedents in Security Council decision-making on terrorism in the journal International Relations and Development. I have continued to refine three working papers for publication in The Review of International Organizations, Cooperation & Conflict, and International Journal of Public Administration. I also drafted two working papers (a manuscript for an edited volume on The Changing Global Order, and a manuscript for the ECPR General Conference 2017 on The Non-proliferation Sanctions on Iran and North Korea). My book manuscript on UN Sanctions Governance is currently under review by the Cambridge University Press.

Strategy for Future Research Activity |
I plan to refine the theoretical framework on the study of institutional interaction, institutional complexes and international organizations. In order to further advance my empirical basis for the field work, I will draft an article that assesses the landscape of international institutions dealing with the rise of violent extremism and identify the specific functions of each institution in this regard. In addition, I plan to undertake two field trips to conduct interviews with experts in New York and Brussels. I can build on my extensive research in extracting essential information from such interviews. In addition to my work on the original research project, I plan to revise my book manuscript on UN Sanctions Governance with a view to completing the manuscript and signing a publication contract in FY2017 and hope to have it published in the FY2018.
