Outline of Final Research Achievements |
While “poverty” means a material or monetary shortage, “social exclusion” deals with wider issues related to social relations or associations. Therefore “social exclusion” is said to be a multidimensional concept. It can be seen in the EU’s social policies. The EU does not only make up for unemployed or needy people’s material or monetary shortage by social benefits but it also places emphasis on measures to provide social relations to them through employment. The Lisbon Strategy adopted the active labor market policies which enhanced labor force participation rate through people’s employability. It can be said that the EU made the drastic policy changes “from welfare to work”. But it is not same as the neo-liberal policies by the US. The EU has struggled with aging society and tried to modernize “Social Europe” model.

Academic Significance and Societal Importance of the Research Achievements |
民主政治や福祉国家には社会的連帯が前提となる。しかし、テロ事件の多発や移民・難民に対する排外主義あるいは右翼ポピュリズム勢力の台頭が、欧州社会を分断の危機にさらしている。社会的連帯を考えるキー概念として本研究ではシティズンシップを用いているが、従来の法的地位や権利をさす形式的な市民権ではなく、誰が実際に社会に参加しているか・していないのかをさす実質的なシティズンシップを考察している。そして、社会的排除・包摂という概念から、その実質的シティズンシップを明らかにしている点に学術的・社会的意義がある。
