Outline of Annual Research Achievements

内陸型・海溝型双方の広範な特徴を有する地震動に対し、社会インフラのハード対策による抵抗力(頑強性)の増強と、それにソフト対策を取り入れた回復力(強靭性)の向上をバランスよく推進するための方法論を検討した。
社会インフラの頑強化・強靭化を効率的に進めるための地震動や津波の包括的な評価手法の開発に関しては、スラブ内地震を対象に、実際に疑似点震源モデルを構築し、それによる強震動の再現性を検討した。また、避難対策による地域の「強靭性」を高めるための基礎資料として、津波作用力を増大させる堅牢建物の配列条件を明らかにした。
断層変位を含む強震動及び津波の影響を考慮したインフラの頑強性・強靭性評価と定量化に関しては、まず下水道埋設管路や橋梁添架管路を対象として、2016年熊本地震などによる被害データに基づき、管種、口径、微地形区分と管路の被害率の関係等を明らかにした。また、断層を横断する埋設管の耐震設計を行うために、断層が運動した際に周囲の地盤から管に働く力を個別要素法によりモデル化した。
地盤と構造物の相互作用を勘案しなければならない地中線状構造物の耐震性評価に関しては、まずサイホンの耐震性能照査手法を設定し、その耐震性能を簡易的かつ定量的に評価できる指標を提案した。さらにPGVの変化率を用いた管路被害予測式を熊本地震の熊本市と益城町に適用し、その推定精度を評価した。上水道事業におけるマルチハザードに関する災害対策計画の現状と課題について、水道事業体へのアンケート調査の分析を行った。また、通信用の地下管路の経年劣化と耐荷力の関連の調査分析を行った。地盤の変形を抑制するための動的挙動を検討するため、遠心模型実験および有効応力解析を実施した。鉄道に関しては、来たるべき大地震に備え、甚大な被害が予想される旧式の鉄道橋脚を対象に、無筋コンクリート橋脚の地震時安全性を評価し、必要な地震対策を提案した。
