The project was a study of foreign policy analysis. It tries to better understand how Japan has been deepening new security partnerships with countries in Europe, the EU, and NATO, as well as countries in the Asia-Pacific with a special focus on the protection of cyberspace and cybersecurity. The main questions were about the ways cyberspace-related issues have deepened Japan’s bi- and multilateral security ties and to develop a broader theoretical framework to explain how these demands can be better integrated into the foreign policy analysis and IR theory. In a series of publications, conference presentations and discussions with government officials and academic experts involved in the study of cybersecurity, cyber norms, and the increasing number of bi- and multilateral dialogues, this study was able to develop a better theoretical framework to integrate the need for the protection of free and open cyberspace and the increasing threats of cyber attacks or the use of ITC to attack democratic systems or public attitudes through e.g. disinformation. The PI was able to join a network of researchers in Europe and the US, and attract additional funding for the CYDIPLO projects, in which he has been involved since 2020.
