Outline of Final Research Achievements |
This research examines the characteristics of households whose children were admitted to certified nursery schools by conducting a questionnaire survey of all nursery-school applicants in a municipality facing an undersupply of nursery schools. The purpose has been to find out what kind of different situation between households whose children were admitted to certified nursery schools (“admitted” households) and those that were not (“rejected” households). As a result, 1. The mother has been worried about the application for admission since she was pregnant and has been adjusting her employment according to the admission criteria of the local government. 2. Only about 75% of those who are already working full-time can enter a licensed nursery school. 3. t was found that the income and mental depression of the mother after that differed depending on whether or not her children could be admitted.

Academic Significance and Societal Importance of the Research Achievements |
本研究は待機児童問題を抱える自治体の認可保育所への入所申請世帯に対する全数アンケート調査結果を用いて保育を巡る課題について検証した。筆者の知る限り、自治体において、全入所申請世帯を調査対象としたアンケート調査は他には行われていない。すなわち本調査は、一自治体という限界はあるものの、同時期に同一自治体において入所申請をし、「入所か保留か」という問題に直面した世帯を母集団としたはじめての調査である。それをもとに誰が入所できているのか、入所者と保留者のその後の違い、入所申請を巡る母親の苦悩など、社会的に注目を集める待機児童問題の現状を掘り下げたものであり、政策的に有効な情報を見出している。
