Outline of Final Research Achievements

Since the establishment of the new university system in 1947, the Central Council for Higher Education, the University Council, the government's expert panel, and economic organizations have repeatedly pointed out the problems and the direction of solutions regarding the state of university education in Japan, but the same issues are still being pointed out today, more than 60 years later. However, the same issues are still being pointed out today,in a kind of "defect model" thinking, in which universities were designed on the model of U.S. universities, and therefore the U.S. is considered perfect and the "defects" in Japanese universities are pointed out.
Rather, we have come to the conclusion that we should "relativize" Japanese universities and Western, especially U.S., universities in their respective contexts, and reanalyze both Western "Universities" and Japanese "Daigaku" as unique institutions in their own right.

Academic Significance and Societal Importance of the Research Achievements

本研究は、大学設置基準の大綱化以降、繰り返し様々な機会で指摘されてきた日本の大学教育の課題、たとえば、学習時間の少なさ、単位制度の形骸化、不十分な成績評価などが、なかなか改善されない、改善されていないと認識されている点に注目し、その理由を組織論の知見を借りながら分析することである。
グローバル化、少子化、知識集約型社会の到来など、日本の大学を取り巻く環境の変化は激しい。その中で、日本の大学が変わらないのは、大学という教育組織が「技術的組織」ではなく「制度的組織」であること。また、「緩やかに連結した組織」であり、「ストリートレベルの官僚制」として大学の現場の裁量が大きいからである。
