Outline of Final Research Achievements |
This study aimed to examine the state of basic environment improvement arrangements for potential disasters in special needs schools. The survey was conducted December 2018 Questionnaires were administered among 1,028 schools across Japan, and 626 schools (61%) provided responses. The results revealed that 20% or more of the schools had not considered the three fundamental measures for basic arrangements, namely “collaborating with other facilities,” “securing evacuation facilities,” and “reaching a common understanding with parents or guardians.” Furthermore, more than 20% of the schools had not yet considered the four measures in the planning of students staying at the school for a certain period of time, namely “creating a BCP, ” “stockpiling paper diapers,” “deploying foot-operated sputum aspirators,” and “preparing emergency rucksacks.” Moreover, none of the five contributing factors were common among these schools.

Academic Significance and Societal Importance of the Research Achievements |
これまでその実態調査がなされていなかった特別支援学校を対象とした防災対策に関する全国規模の調査研究を行った。その結果から災害弱者となりやすい障害のある児童生徒が通う特別支援学校はその在学生の障害の状況が多様であることや,スクールバスを使用して小・中学校よりも広範囲から通学することなどから,小・中学校とはまた異なった検討事項があり,その検討を更に進めていく必要があることが明確になった。
