| Research Abstract |
本研究は、国立大学の経営、財務に密接に関連している授業料について、その水準の考え方の歴史的経緯、決定関与者、決定プロセス、経営財務との関係などを中心に、アメリカの州立大学およびヨーロッパ主要諸国の大学との比較分析を行い、検討するものである。具体的には以下の点について研究を進める。
(1)戦前の大学の授業料の実態について、データを収集し、分析する。
(2)戦後の国立大学についての授業料政策の検討および授業料水準設定の思想とプロセスを分析する。
(3)アメリカ州立大学の授業料の実態をデータ分析と訪問調査によって解明する。
(4)近年大学大衆化が急速に進んだヨーロッパ諸国の大学授業料水準の実態を大学、政府等への訪問調査、文献調査によって明らかにする。
(5)国立大法人の近年の授業料動向を国立大学の財務担当理事に対するアンケート調査および訪問調査などで解明する。
