Research Abstract |
Local government systems have been widely reformed in UK since 1997. The local authorities have been given a comprehensive discretion which 'the doctrine of ultra vires' is not applicable to, and expected to manage partnerships with diverse private sectors to overcome a lot of serious local problems. Understanding a series of the institutional arrangements from the historical viewpoint, we can find similarities and differences of it to the traditional modern-framework of 'resident autonomy'
