| Research Abstract |
連邦制のもとにあるアメリカではなく、日本と同様に国が教育行財政に相当の役割を果たすイギリス、スウェーデンの事例は、教育財政システムの中での学校教育費配分の制度と実態をあきらかにした。人件費、学校運営経費を含んだ学校予算が学校に配分され、学校段階での柔軟な予算執行が可能なイギリス、スウェーデンに対し、日本では学校予算の範囲の限定や予算執行権限の不十分さが課題である。
