Outline of Final Research Achievements |
This study examines the philosophy, funding, eligibility requirements, awarding methods, and other aspects of tuition-free policy for public universities, which has expanded rapidly in the United States in recent years, and conducts case studies of states that are unique in this regard. The purpose of tuition-free policies in the U.S. is to address local problems such as declining population and poverty, and to train human resources that will contribute to the economic development of the state. In addition, free-college is mainly provided to students who attend public universities, and there are few cases where private universities are included in these programs. Currently, 32 states are implementing the tuition-free policy, and each state is still exploring how to set eligibility requirements while maintaining financial resources.

Academic Significance and Societal Importance of the Research Achievements |
これまで、大学生に対する経済的支援の比較制度研究においてアメリカ合衆国は最も注目され、研究が行われてきた国である。しかし、先行研究では連邦レベルを対象とした研究が多く、州レベルを対象とした研究は極めて遅れていた。アメリカの大学無償化政策の目的・方法および成果を分析するためには州レベルの研究が不可欠であり、本研究では各州の大学無償化の動向および特徴的な州の事例分析を実施することを通してその特質と課題を検討した。この点において学術的意義を有する。
