Outline of Final Research Achievements

In this research, we examine the environmental regulations of international transport in a two-country model with the international transport sector in each country. International transport generates pollution which is treated as a pure public bad. We consider how trade pattern affects a country to buy or sell pollution permits and a country’s welfare. The regulation will decrease the supply of international transport in a country selling pollution permits but increase that in the other country buying them, and the overall supply increases because pollution is efficiently reduced between the countries. A decrease in the price of international transport affects trade in goods depending on how it depends on international transport, thereby changing the prices of goods. A country’s welfare is affected by both the terms of trade in goods and international transport, and we drive the conditions for welfare improvement.

Academic Significance and Societal Importance of the Research Achievements

貿易量の増加により国際輸送からの汚染排出量の増加が懸念されている。国際輸送の環境規制の特徴として、国際海運および国際航空からの温室効果ガスは、排出に責任を持つ国を特定しにくいため、国連気候変動枠組条約では規制対象外（鉄道やトラックの国際輸送からの排出は国内排出として規制対象）で、国際海事機関（IMO）および国際民間航空機関（ICAO）が規制すると規定されている。よって、国際輸送部門での独自の環境規制の導入が求められている。本研究では、この特徴に合った環境規制の導入の効果を理論的に明らかにしており、本研究の成果は、今後の環境規制の制度設計の際に役立つもので、社会的意義は高いといえる。
