Outline of Final Research Achievements

The problem of transportation infrastructure maintenance and management will become more serious as the electrification of automobiles progresses, due to the decrease in gasoline tax revenue from gasoline. The purpose of this research project is to construct a theoretical model of a social system in which taxation on driving is based on data on driving distances and travel routes.
First, analysis of a network model of the relationship between traffic flow and transportation costs, several efficient algorithms and solutions were developed. Next, econometric models that the use of surrounding facilities was used to obtain suggestions on how regulations and cost burdens should be implemented. Finally, we implemented a simulation of tax revenues and confirmed the need to secure new sources of revenue for transportation infrastructure maintenance and management.

Academic Significance and Societal Importance of the Research Achievements

交通インフラ維持管理は日本が直面する大きな課題である.現在の課税方法のままでは,自動車電動化により財源確保がより困難になることを示せたことは,今後の政策立案にむけて大きな意義を持つ.新たな走行課税により社会が受ける影響についても,交通ネットワーク,交通費用に関するモデル分析を通して,広く応用可能な基礎的知見を得ることができた.研究成果の一部は,査読付きの国際学会,論文誌などで発表され,書籍でも刊行されていることは,研究的評価の高さを示せたとともに,研究成果を社会に還元できたといえる.
