Research Abstract |
In Germany, in the mid-1920s, R. Hilferding(1877-1941) analyzed the causes of the depression of 1925/26, namely the disproportionality among industrial sections and the technological backwardness, and proposed positive countercyclical measures, such as monetary ease and spending policies, maintaining fiscal and monetary stability. Then he politically perceived the conciliatory attitude of industrialists as a result of their changing economic backgrounds, considering also the behaviors of other political parties, and argued for a great coalition government. He elaborated the alternative concept of a "social republic," and urged a democratic reform of organized capitalism. At the same time, he played an important role to form and manage the Enquete-Commission for economic researches. He made clear many remarkable matters through inquiries, pointing out the necessity of corporate publicity, the advantages and disadvantages of industrial organizations, stabilization policy of the central bank and so forth, which were adopted into the reports, and thus he developed new significant economic thoughts.
