Outline of Final Research Achievements

This study clarifies how the administrative organization of physical education has been formed in postwar Japan. Specifically, this study focuses on the following changes in the central administrative organization that had jurisdiction over sports policy in postwar Japan. In other words, the abolition of the Physical Education Bureau of the Ministry of Education in 1949, the aborted plan to establish the Sports Bureau of the Ministry of Health and Welfare in 1955, and the reestablishment of the Physical Education Bureau of the Ministry of Education in 1958. This study analyzed why and how these events occurred, based on historical data.

Academic Significance and Societal Importance of the Research Achievements

ある政策がなぜ、どのように決定されたのかを明らかにすることは、政策決定を合理化し、より良い政策決定を目指すうえで重要な課題である。しかし、政策は、一般に省庁内部において原案が作成されるため、その過程は見えにくい。とくに、スポーツ政策研究においては、その過程が明らかにされてこなかった。他方、本研究では、歴史的な史資料を豊富に収集することによって、その過程を描くことに成功し、スポーツ政策の形成のあり様を一部ではあるが詳らかにし、スポーツ政策の形成に対する理解を深めることに貢献した。
