Outline of Annual Research Achievements

The objective of my research it to understand how a global organization, the Organization for Economic Cooperation and Development (OECD), has, since 2014, attempted to adapt its international standardized test (known as the Program for International Student Assessment, PISA) to the context of developing countries. The goal is to make clear the advantages and limitations experienced by developing countries when engaging with the OECD. In order to understand how the OECD engages with developing countries, and with what benefits and risks, I draw on the approach of policy sociology to produce and compare two case studies, on Honduras and Cambodia.

Reason

My project entails completing two case studies on the influence of global organizations in the area of education governance in developing countries. The first year of my study focused on the first case study. During this past year, I was able to complete the following tasks, all of which were mentioned in the research plan submitted in April 2022: (a) Literature review to prepare for case 1, (b) Background reading and document collection related to case 1, (c) Preparation for in-country data collection, including interview protocol elaboration, scheduling of in-country interviews, etc., (d) In-country data collection In-country data collection, (e) Transcription and data organization, (f) Analysis for case 1, and (f) Development of analytic narrative for case 1.

Strategy for Future Research Activity

The research plan for AY2023 will focus on the second of the two case studies that will be carried out in the context of this research project. The second case focuses on the experience of Honduras. AY2023 can be divided into various phases: Phase 1 (April-May): Literature review, Phase 2 (June-July): Background reading and document collection related to case 2 (Honduras), Phase 3 (August-September): Preparation for in-country data collection, including interview protocol elaboration, scheduling of in-country interviews, etc., Phase 4 (October): In-country data collection, Phase 5 (November-December): Transcription and data organization, Phase 6 (January-February): Analysis for case 2, Phase 7 (March): Development of analytic narrative for case 2.

Causes of Carryover

I will use funding for next year to pay for transcriptions, research assistance, and conference attendance.

There is a carryover amount from year 1 because I did not use all the funds. I had requested an advance from year 2, but only used a portion of the advance.
