Outline of Final Research Achievements |
This study tried to clarify the reason why some prefectures established higher education institutions in each area during the 1940s and others not. The conclusions are as follows; In the first half of 1940s when many public medical colleges were founded the provincial parliaments firstly suggested to set up those institutions and the local governments accepted their suggestions. The screening by the Ministry of Education did not function normally in the era. So even colleges that have only poor equipment were easily authorized. In the prefectures where national or public higher education institutions were not established, there were conflicts on image of higher education institution on both the provincial parliament level and the local government level.
