Research Abstract |
In this project, I present a new explanation for why the level of public sector employment in contemporary Japan is much lower than other advanced democracies. I focus on the fact that the Japanese government embarked on public sector reforms at a very early stage of economic development. The reason why the government made a choice to restrain the expansion of public employment was that it lacked the institutional means to contain the rise of public sector wages. Because the policymakerscould not contain wage growth, they decided to reduce employment growth instead.
