Outline of Final Research Achievements

Community radio, begun in 1992, has spread throughout Japan.In 2016, various management systems operate over 300 stations reflecting communities’cultural, political, and geographical interests and backgrounds. Although community radio is defined globally as “community-owned, non-profit, non-commercial radio,”Japanese community radio stations commercial community radio stations, community journalism, and the“broadcasting program council”have uniquely developed their organizations and operation styles. However, the common factor is expectations for local information during disasters. Since community radio was officially named a kikan or a“standard”broadcasting station, by the new broadcasting act (2011), they were burdened by the responsibility of preparing for accidents and disasters without sufficient resources.
In this research, we shed light on comprehension of community radio stations’actual situations through detailed fieldwork and the first Japanese nationwide survey.
