Outline of Final Research Achievements |
The policy beliefs and political will concerning the governing strategy of the politicians who have the power of decision-making, and bureaurats who manage the decision-making process are decisive factors in nuclear power policy. These factors characterise how open the public sphere of decision-making is towards various stakeholders and the public.This could change the consequences and the quality of a policy.The policy in the three countries of Japan, USA and Canada are closely connected with their national security policy.This policy and the NPT-IAEA regime are two sides of the same coin. Therefore they are not easily changed at the national level, as the dominant coalition consisting of government and nuclear energy industry did not change their beliefs except for tightening regulations, even after severe nuclear accidents.However,there are some noteworthy moves among self-governing bodies to strengthen their own authority over the nuclear industry for the sake of public safety.
