| Outline of Annual Research Achievements |
本申請課題は，「活動機会の保障水準」と「負担」の「組合せ」を地域住民が選ぶという考え方に基づく公共交通の計画方法論を構築するもので，最終年度である平成28年度は，さまざまな状況下に置かれている住民の活動機会の大きさと公共交通整備等による改善の程度の計測法，および，住民が互いの状況をよく理解し円滑な選択を可能とする仕組みを開発し，これまでの研究成果と合わせて実務に適用しうる体系的な方法論に組み上げるための研究を実施した．
まず，先に開発した「単一活動拠点へのアクセシビリティ指標値算定モデル」に「サービスへのアクセシビリティ」の考え方を導入して所与のバスサービスとそれを利用する能力を変数とする「活動機会計測モデル」へと拡張するとともに，社会的関係関数と格差原理に依拠する「代替案の社会的選択モデル」との接続を図ることにより，地域にとって最適な代替案を見出すことを可能にした．
次いで，人間の情報処理能力に限界がある故に“住民が置かれているさまざまな状況を共感の形成に必要な十分な情報に基づき網羅的に把握し意見を形成する”ことの困難さを克服するため，地域社会全体として“偏りが生じない”よう全体情報を適切に分割して住民に提供し、それに基づき形成された意見を集約して地域社会の総意として取りまとめる情報共有手法を開発し，実証分析により有用性を確認した．
これらの成果を過年度の成果と合わせて『“地域社会がつくる公共交通計画”のための計画策定と社会的選択の方法論』としてとりまとめた．いくつかの地域を対象にして実施したフィールドスタディを通じて，地域社会が基本的潜在能力水準(どのような活動がどの程度できる社会を地域住民に保障するか)を定めれば，入手が容易なオープンデータのみでそれを実現する交通計画を策定できることを確認した．
