Outline of Final Research Achievements |
The Eastern provinces which had been under the influence of Ancient Greek Civilization had numerous cities, and the comitia elected civic magistrates, made decision. So, it filled the role of local autonomy. Then, the Western provinces had lacked the tradition of civic civilization, in result the imperial government(especially, provincial governors) urged persons of renown to construct the city and introduce self-governmental systems(e.g. civic magistrates, decuriones, civic law). So, we can't notice in the Western provinces the comitia filled the same role as that of the Eastern provinces. This, however, doesn't signify the people didn't take part in civic self-government. Because we know many inscriptions with the following words. E.g. suffragia populi(under therequest by people), ex consensu populi(under the consensus of people), expostulante populi(under the request by people). Therefore they conveyed their requests to town-counsellors, came true them.
