| Research Abstract |
The private financial initiative has three effects, a restructuring of public finance structure, sharing parts of public and private sector, and creation of business chance.
There many PFI businesses in local governments. The objective of our research is comparing PFI business in Tokai, Kinki, Shikoku, Kyushu and analyzing its economic effectiveness.
In result, our research has following facts: (1) many subjects of PFI businesses are local government, especially Tokyo metropolitan district and Osaka metropolitan district, in many cases PFI business is method of prevention public financial crisis. (2) Many cases of PFI business are Services sold to the public sector. Its reason is expectation of making a profit. (3) As objective of PFI business is reducing its life cycle cost, small business cannot enter PFI business. (4) Many PFI businesses are building infrastructure.
In fine, it is important that PFI business is social goos, it has not only internal effectiveness but also external effectiveness, it stimulates a regional economy, and it has a democratic process.
