Outline of Final Research Achievements

Safety is paramount but a lot of social and economical benefit are expected to Unmanned Aircraft System (UAS). How we can regulate UAS effective at the point of view of safety and efficient at of dissemination of the technology was one of the research topics.
UAS expectation comes from various industries such as agriculture and public services, and the governments taking care of each industries wish to have some leaderships in the use or limit of UAS. Managing various pressures from different industries, keeping international competency in industry and harmonization in regulation, the researcher took style of action research.

Academic Significance and Societal Importance of the Research Achievements

小型無人航空機のイノベーション移行管理とは、既存の制度/政策体制が間に合わぬほどの技術の進化のスピードと、高齢化/労働者不足/経済発展など社会課題解決への高い期待、そしてなおざりにできぬ第三者への安全/セキュリティ/プライバシーへの影響と、非常に難しい政策的判断をタイムリーに求められる、稀に見ぬ複雑なケースである。システム論を応用した、規制の効果と効率のバランスの可視化は、他の分野へ応用できる。
また、イノベーション移行研究を基にした、小型無人航空機の環境整備への参画というアクションリサーチの形を取ることで、技術の進度をはじめとする不確実が多い中での政策判断をサポートすることができた。
