Outline of Final Research Achievements

As a result of analyzing the evacuation situation of individuals with disabilities during the Great East Japan Earthquake using earthquake disaster records, common points were found in the three affected prefectures. In the event of a disaster, there is a sudden need to make contact with able-bodied people, and the point of contact is an evacuation center and then a welfare evacuation center. Before and after interacting with the contact points, that is, when trying to go to the evacuation center, while staying there, and after leaving there, it becomes difficult for them to express their needs, and as a result, their needs become latent, and they appear to have disappeared. Something like this was happening. Latent needs can be rescued by connections with services that were used before the disaster, the government, and local residents, but if these are weak, needs will remain latent. These characteristics were also found in the Kumamoto earthquake and the Noto Peninsula earthquake.

Academic Significance and Societal Importance of the Research Achievements

震災のたびに「障害児者が消えてしまった」かのような現象が報告される。この現象がいかなる背景で起きるのか、東日本大震災を事例にして分析した。安心してニーズを表明することのできる関係性の構築、ニーズを救い上げることのできる資源について論じ、今後の障害児者の震災対策への活用をめざした。
