| Outline of Research at the Start |
北海道は、四方を海に囲まれるなど物流にとって不利な立地条件の下で、日本の食料基地として農畜水産品や加工食品を全国に送り食生活を支える重要な役割を果たしている。しかしこの物流に大きな陰りが生じている。それは従前からの課題に加え、昨今顕在化したトラック運転手不足、船舶輸送のSOx排出規制強化、JR北海道の営業区間の見直し、青函共用走行問題等が相乗し、北海道の貨物輸送環境は非常に厳しい状況にある。
本研究は、北海道の基幹産業である食産業の競争力維持・強化に向け、その要である「物流」の果たす役割と昨今顕在化した上記の課題を検証し、その対策とともに強靭な物流ネットワーク構築に向けた具体策を提案する。

| Outline of Final Research Achievements |
Hokkaido is surrounded by the sea on all four sides, which is a disadvantageous location for logistics. As a food base for Japan, Hokkaido plays an important role in supporting dietary life by sending agricultural, livestock and marine products and processed foods throughout the country. However, this logistics has suffered a major setback. In addition to the existing problems, the freight transportation environment in Hokkaido is extremely difficult due to the shortage of truck drivers and the problem of shared use of the Seikan Expressway that has recently emerged.
This study examines the role of logistics, which is key to maintaining and strengthening the competitiveness of the food industry, Hokkaido's core industry, and the problems that have emerged in recent years, and proposes specific measures to build a robust logistics network.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の意義は、北海道物流の他地域に対する特異性と物流ネットワークに基づく北海道物流の道外他地域に対する特異性を整理・検討し、道内・道外間の物流ネットワークの特徴とそれぞれ全国各地域にもたらす輸送体系の貢献度を計量的に導出することにある。前者では、各地域における物資流動特性と産業構造の関係性を明らかにし、後者では、道外他地域の産業構造の特異性や物流ネットワークの特徴を分析する。その結果を踏まえ、北海道・道外間物流、道内物流の課題(季節波動・片荷解消策、船舶、鉄道が抱える課題)を検討し、その解決に向けた具体的な施策や農業サイドでの対応策を提言する等の点で、学術的意義や社会的意義が認められる。
