| Outline of Research at the Start |
これまでの多くの研究が、低費用航空会社(LCC)は、競争的運賃を設定し、航空産業の競争を活性化してきたとの結果を示してきた。一方で、近年はLCCと他の航空会社との提携も見られるようになってきた。しかしながら、提携は、航空会社に非競争的行動をとらせる可能性も指摘されており、LCCの提携は航空産業全体の競争を弱める恐れがある。こうしたなか、LCCの提携について、実証的に分析した研究はこれまでほとんど行われていない。本研究では、LCCと他の航空会社などとの提携に注目し、これまで航空産業を競争的にしてきたとされるLCCの関係する提携が航空産業に与える影響について、データを用いた実証的分析を行う。

| Outline of Final Research Achievements |
The purpose of this research was to analyze the impact of an partnership with an LCC on fare-setting behavior. The results of the analysis showed, first, that an partnership with an LCC may not allow the partner FSC to strengthen its market dominance, and that rival FSCs may weaken their competitive behavior in response to an partnership between an LCC and an FSC. Second, we showed that partnerships between LCCs weaken competition. And we showed that through partnerships, the implicit collusion effect arising from multi-market contact (a situation in which the same airlines operate on multiple routes with each other) is enhanced.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の意義については、第一に十分に行われていなかったLCCの関係する提携について分析をした点である。第二に、今後の航空産業の競争政策を考えるにあたり一定の示唆を与えたことである。新型コロナウイルス感染症の拡大は航空産業に大きな損失を与えた。こうした状況から、今後、航空会社は提携を通じ、経営をより効率化する可能性がある。また、大都市を結ばない地方路線の維持のために航空会社間の提携が進められる可能性もある。提携や合併は航空会社や地域の持続可能性を高める一方で、競争を弱め、利用者がさらなる負担を求められることも考えられる。そのため、本研究の成果は規制当局が提携の可否を判断する際の材料となりえる。
