本研究は、港湾をめぐる集権的な国家政策が顕著となっているところで、地方政府が管理・整備を続ける地方港のサバイバル戦略の特徴は、どのようなものなのかを明らかにする。この問いに対しては、地方分権的な制度と集権的な国家政策のねじれの中で、サバイバル戦略がいかにして形成され、実行されているのかに注目しつつアプローチする。これによって本研究が捉えるのは、集権的な国家政策が導入され続けている一方で、地方分権的な制度が配置・作動していることが、中央政府と地方政府の自律性をどのように規定し、政策決定・政策帰結の導出にいかなる影響を及ぼし得るかである。

| Outline of Final Research Achievements |
In recent years, shrinking trade volumes have diminished the role of local ports in Japan. This study elucidates the context behind the adoption of survival strategies and the implementation of specific initiatives by local governments for managing Japanese ports. These include efforts to attract container and cruise ships, the introduction of carbon-neutral ports, ensuring redundancy in trading as a disaster response strategy, supporting the development of industrial zones, and cooperating or dividing of roles with neighboring ports. An important finding of the study is that the large scope and volume of local government activity enables local governments to develop their own survival strategies for managing local ports in Japan.

本研究の学術的意義は、集権的な国家政策が導入され続けている一方で、地方分権的な制度が配置・作動していることが、中央政府と地方政府の自律性をどのように規定し、政策決定・政策帰結の導出にいかなる影響を及ぼしているのかを明らかにした点にある。また、本研究の社会的意義として、地方港のサバイバル戦略の把握とそれに関する知見が地方分権改革、観光立国等のあり方を検討していくために有益な情報を提供し得るという点があげられる。
