近年,訪日外国人に対する災害時の観光危機管理が注目されている。しかし,適切な情報提供や避難誘導を実施できておらず,観光危機管理対策は十分とは言えない。本研究では,訪日外国人の観光危機管理の現状と課題について,政府機関・自治体・観光協会等へのヒアリング調査と海外先進事例との比較分析し,改善策を検討する。訪日外国人の情報収集行動と,災害に対する知識と経験,リスク認識,情報へのアクセス性との関係を明らかにし,求める情報の内容・ニーズ・収集手段を分類して類型化する。さらに,訪日外国人の避難行動をモデル化し,避難所の場所と移動手段を決定し,観光危機管理改善策の効果と情報収集行動に与える影響を検討する。

Outline of Annual Research Achievements |
This study developed an Agent-Based Model (ABM) to analyze the impact of information provision and shelter planning on tsunami evacuation behavior among foreign tourists. Osaka City's Minato Ward was used as a case study, a popular destination for foreign visitors. A field survey was conducted to understand the current status of multilingual support and shelter planning. The impact of tsunami prevention measures such as the visibility of evacuation guidance signs, multilingual support, communication availability, and increased shelter capacity on each group's evacuation rates and times was analyzed. The simulation model and scenario analysis results confirmed differences in the arrival times at shelters between foreign tourists and residents. The arrival time of foreign tourists could be reduced by providing accessible signs and multilingual support. To support the evacuation of foreign tourists, a comprehensive plan that includes increasing shelter capacity and providing multilingual information is necessary. Furthermore, the study attempted to expand the developed ABM model, gather information, and conduct an extensive literature review on tourism crisis management in Japan and other overseas countries.
