| Outline of Research at the Start |

| Outline of Final Research Achievements |
This study aims to comprehensively identify factors influencing motivation to become a civil servant, through qualitative exploration and quantitative analysis. Forty interviews were conducted with 30 individuals, including current bureaucrats (national civil servants from former Type-I or comprehensive tracks), aspiring bureaucrats, and those who previously aspired but later shifted their career goals. The analysis revealed three key motivators: the perception of civil service as an attainable career, alignment with personal values, and effective management of negative perceptions of bureaucratic roles. Additionally, informal selection processes emerged, highlighting how social group membership influences both the perceived viability of bureaucratic careers and access to essential information resources. Based on these qualitative insights, a survey quantitatively examined differences in employment motivation for national civil service, local government, and private-sector careers.
