Most studies have not focused on the relationship between industrial policies and policies for a universal health insurance system in Japan. Little is known about this relationship, and this study focuses on both these aspects.This study clarified that the discussion on transforming Japanese healthcare into a growing industry just started and the history is too short and the impacts on the policy for national health care insurance based on Universal Health Coverage is too small.There are five types of industrial policies for the healthcare market(Type A,B,C,D).Among them,Types A, B, and C are not related to the domestic healthcare insurance policy, and contribute little to increasing national healthcare expenditure, since most of the services are out of the domestic social insurance coverage. Only Type D policy towards global health market will become the key for possible harmonization of the two contrasting medical care aspects, growth and sustainability.
