Research Abstract	世界海洋観測システム(Global Ocean observing System)は1992年以来、ユネスコ政府間海洋学委員会が推進している海洋の観測、データ配布と解析、変動予測を目的として、気候、生物資源、海の健康、沿岸、海洋業務整備について進めている。海水温、塩分、海流などの物理量は基本的なものであり、本研究は海洋物理学的目標の研究を目的として現地調査をもとに国際共同研究を実施した。黒潮の輸送する海水量と熱量を評価するために、浜田市-釜山、沖縄-台湾、沖縄-ルソン島の海底ケーブルの譲渡を受け、海岸間の電位差を計測することが実現できた。このために、韓国、台湾、フィリピン、英国、米国に研究者を派遣し、英国、米国を含む専門家を招聘した。縁辺海の予報モデルの開発のために、米国、台湾との共同研究を実施し、海洋乱流の役割のモデル組み込みのために、カナダ、米国、ベルギーに派遣した。広大な太平洋の観測には研究船の国際的な相互利用g必要であり、本研究により1996年10月にドイツのゾンネ号で本研究グループの太平洋熱帯海域の深層循環観測係留流速計を回収し、当該航海で設置したドイツの流速計を1998年3月に白鳳丸で回収した。海外への機材輸送、研究者の派遣招聘を実施し、共同研究者を進めた。海洋物理学的データの実時間交換のために北東アジア地域計画(NEAR-GOOS)を1996年に発足させた。気象通報により伝送されたデータはインターネット上のデータベースで共同利用でき、気候変動研究に使用できるデータベースを構築する。世界的にも海洋物理データの充実を最初の目標として世界海洋観測システムを構築することが、1998年3月にシドニーに於ける国際ワークショップで決められ、本研究は世界を先導するものとなった。
