| Research Abstract |
(1) Recent trends in Education, Science and Technology in Major Countries
Based upon OECD Country Reports and other basic materials on major countries, we analyzed the recent situations over the coordination and cooperation between their respective educational policies and science and technology policies. As a result, we identified the Ministry of Education had merged with the Ministry of Science and Technology in the United Kingdom, France and Germany. We also found out there were several other countries who had introduced advanced policies in these f ields. Among them, we visited for interviews the United Kingdom, France, Germany, the Netherlands and the United States in 1999 fiscal year, and Korea, Taiwan and Australia in 2000 fiscal year.

(2) Publication and Citation of Papers by Japanese University Researchers
This study analyzed research activity conducted by Japanese universities researchers in the period 1981 to 1999. Using ISI's National Citation Report (NCR) for Japan, a statistical database on citations for scientific papers, we processed and analyzed publications and citations of papers published by Japanese university researchers by institute, research field, type of institutions, and we identified 28 high-impact papers by Japanese authors received more than 1000 citations over 1981- 1998 as well. Based on these statistics, we also made citation analysis across research fields, showing that there existed several different citation patterns, which suggests different indicators or criteria should be taken into consideration in research evaluation for different fields.
