Dr Zou’s first-phase research at Kobe University involves addressing the legal order-making for Arctic marine living resources management. The research themes are as follows: (1) the establishment of a tailored, holistic, cross-sectoral and cross-border Arctic fisheries management; (2) the institutional development; (3) the participation and contribution of non-Arctic States in Arctic legal order-making; (4) the comparative study between Antarctic and Arctic legal order-making in marine living resources management; (5) the negotiation of the Central Arctic Ocean Fisheries Management in the context of the evolving international law. Her research has focused on the enhancement of process legitimacy of Arctic fisheries regime-making, with the hypothesis that involvement of more extensive range of Arctic stakeholders, including non-Arctic States, should be a positive means for legitimacy enhancement. It has been argued in her research that the involvement of stakeholders, either as order-makers or order-implementers, will enhance process legitimacy for Arctic fisheries regime. The research has also examined whether scientific research can serve as the starting point for cooperative schemes where Arctic and non-Arctic states can make joint efforts for Arctic sustainability. Based on the above research, Dr Zou organized a session at the Kobe Arctic Symposium in December 2017 and, based on the symposium discussion, she is preparing a paper on the CAO fisheries agreement.

Reason
Dr Zou’s first-phase research proposal involves the exploration into legal order-making for Arctic marine living resources management and the role of non-Arctic States in this process. In such collaborative research, my expertise in international law and Dr Zou's academic background in resources management and policy-making were effectively intertwined, and the interdisciplinary study between us has enhanced our understanding of the contribution of non-Arctic States to Arctic legal order-making. Dr Zou actively involved herself in organizing the Arctic symposium hosted by our research centre in December 2017. She acted as the coordinator for the symposium session in Arctic fisheries legal order-making. Inspired by presentations of invited speakers, Dr Zou is to make a contribution to the book coming out from the symposium, by which she is to look into Asian perspectives to the transformation in Russian Arctic legislation.

Strategy for Future Research Activity |
Dr Zou’s second-phase research mainly addresses issues concerning the evolution of Arctic shipping legislation from the perspective of environmental protection. Her research involves the following themes: (1) the coordination between coastal states’ national legislations (in Canada and Russia) and the Polar Code; (2) the implementation of Polar Code by flag states in Asia, such as China, Japan and Korea; (4) the evolution and dynamics of Arctic shipping legislation; and (5) coordination between Arctic shipping and Arctic environmental protection. An interdisciplinary analysis will be employed in her research to integrate the knowledge from scientific and economic feasibility studies, national shipping management tools, and the interpretation of relevant legal instruments. Dr Zou is involved in the planning of the Arctic symposium to be held by our research centre in December 2018. The symposium theme is on the sustainable development of Arctic resources and the role of international law. iShe will be acting as the coordinator for the symposium session and possibly give an oral presentation on the enhanced consciousness of Arctic environment and its implication to Arctic resources management.
