Outline of Annual Research Achievements |
As indicated in the PI's "Research Plan and Method", in FY 2017 the applicant primarily conducted a review of relevant literature, concentrating on legislation, ministerial ordinances/notifications, white-papers/policy reports, and academic articles, etc., for the purpose of: 1. Acquiring specialisation in immigration law and policy developments as concerns the establishment ofcontrol-enhancing mechanisms and security governance. 2. Deducing dimensions and variables that lend validity to the research, including: a) an analysis of fundamental concepts, b) an international comparison for the purpose of positioning developments in Japan, c) a review of case law, particularly that which juxtaposes the individual's right to privacy/personal information with the state's pursuit of national security interests and, d) an investigation into the role of bureaucratic and client group politics in the formation of enhanced-control mechanisms and surveillance (stakeholder engagement).
In addition to the literature review, in FY 2017, the PI engaged in discussions on the research theme with government officials, and contributed a short commentary to 『移民政策のフロンティア―日本の歩みと課題を問い直す』明石書店,2018,p. 24.

3: Progress in research has been slightly delayed.
Reason
The PI was hospitalised and underwent surgery in late April 2017. Thereafter, after recuperating at home for one month, she returned to her workplace. The PI's energy levels remained subpar until autumn 2017, and this, in combination with the abovementioned absence from her workplace, temporarily impacted research and general work ouput.
As a result of this development, the PI was unable to undertake any on-site surveys (Tokyo, United Kingdom, Germany, Australia) in FY 2017. Nevertheless, these research trips can be implemented without any major adverse effect, during FY 2018 and the beginning of FY 2019, especially as the requisite groundwork for the visits, i.e., questionnaire survey formulation and literature review, is well underway.

Strategy for Future Research Activity |
The PI will spend the first half of FY 2018 designing questionnaire surveys, and targeting relevant agencies and research institutions in Japan, Australia, Germany, and the United Kingdom. Questions formulated will seek to elicit not only developments in monitoring mechanisms, but also dilemmas evident in these systems, and their larger relevance for contemporary society.
Thereafter, in the latter half of 2018, the PI will conduct interviews at the aforementioned institutions both in Japan and overseas.
Particularly as of FY 2019, data gathered from the relevant literature and surveys will be rationalised, analysed, interpreted and compiled into interim and final reports. The PI intends to publicise selected results of this research at the Japan Association of Migration Policy Studies (JAMPS) and publish in migration law journals, as well as on the Internet.

Causes of Carryover |
The PI was hospitalised and underwent surgery in FY 2017. Moreover, as a recuperation period was also necessary, she subesequently felt unable to engage in any domestic/overseas research trips, as had been planned.
The relevant research trips will be undertaken in FY 2018 and early FY 2019 instead; accordingly the remaining amount will be utilised during this period.
