Outline of Annual Research Achievements

レジリエンス概念の背後にある思想として、特に人工物と自然のシステムを連続したものと見る見方の発展について分析を深めた。具体的には、英語圏では可算名詞のecology(-ies)が人工物と自然物を含む複雑なシステムを指す用語として使われており、都市計画や景観設計、人文社会科学、計算機科学、ビジネスなどに多面的に浸透している。この背景にはモデリング技術の発展により、人工的なシステムを通して自然のシステムを理解することが一般的になった科学の現状があるという知見を得た。
またCOVID-19により海外での研究活動に制約がある中、現地パートナーと連携を通してタイとミャンマーで研究を遂行した。タイでは水災害に対するリスクとレジリエンスの関係について考察を深めるべく、2011年と2021年に洪水が発生したチャオプラヤ川中部の洪水常襲地帯の900世帯を対象とした世帯訪問調査を実施した。また、 バンコクの新しい都市ゾーニングや水害リスク、運河沿いコミュニティの移転計画に関して、バンコク都庁や国家住宅局等でのインタビューを実施した。ミャンマーでは、従来型の治水対策のみならず、教育面や経済面などのソフト面からの住民支援策がもたらす長期的な社会経済発展効果を評価する新たな手法を開発した。併せて、18世紀以降の都市発展の歴史的経緯を踏まえつつ、ヤンゴンの水災害や貧困層居住の空間分布を分析し都市のレジリエンスについて議論した。さらに日本を対象に水害時の浸水状況を再現するとともに、死者の発生状況について詳細な分析を行い、日本の水害に対して適用可能な新たな人的被害推計手法を構築した。最終的には水害レジリエンスに関する多面的な分析結果を統合することで、本研究が目指していたモデルを構築することができた。これらの成果は学術論文として国際誌を中心として発表するとともに、書籍としても出版した。
