Outline of Final Research Achievements |
This research investigated the roles of non-government organizations (NGOs) and government agencies in support of post-disaster housing reconstruction. Towards the understanding of effective coordination of NGO and government support, the research first clarified the financial and direct support from NGO and donors after Hurricane Harvey in the U.S., and then after the eruption of Kilauea volcano in Hawaii. In Asia, this research explored the long-term outcomes of housing reconstruction programs, including those that were supported by NGOs and Civil Society Organizations (CSOs) in various combinations with government support. Effective support of NGOs can help address needs not resolved by official government programs. Including through disaster case management, NGOs had help customize support on an individual household basis, therefore supporting the life recovery of disaster survivors.

Academic Significance and Societal Importance of the Research Achievements |
災害後の復興支援におけるNGOの重要性がますます認識されてきている。地域や国の状況に応じて、NGOは住宅再建のための主要な支援を提供したり、政府からの他の支援を補完したりすることができる。NGOと政府との連携体制は、それぞれの状況によって異なるが、NGOによる住宅再建支援は、住民のニーズに柔軟に対応できるため、住民の生活再建を支援することができる。また、NGOが支援する災害時ケースマネジメントは、個々の世帯のニーズをサポートする有効な手段の一つである。また、住宅復興の計画、促進、実施にCSOが関与することで、長期的な成果や住民の満足度の向上につながることもある。
