| Outline of Final Research Achievements |
In the EU and the U.S.A,Farm policies have changed from over-production oriented packages to next era. The purpose of this study is to investigate the substantial policy measures in these countries and in this era.
The points to be clarified are as follows: First, it is clear that the degree of decoupling is widely measured as an index of decoupling. Secondly, newly developed policy measures are broadly utilized as an appropiate measures for neutral policies under the post over production era. Thirdly, Crop insurances are also widely utlized. Finaly, in Japan, specifically rice policies, another polcy measures under the special circumstances is needed to be developed.

| Academic Significance and Societal Importance of the Research Achievements |
本研究で行ったdegree of decouplingの概念の日本の農業政策への適用と分析考察は、政策手段別の効率性等を数量的客観的に比較する上で、有効な指標となり得る。また、アメリカ農政での財政負担型農政から消費者負担型農政への逆回帰は、日本の農政の転換方向として、極めて示唆に富む、重要な論点である。
