Outline of Final Research Achievements

This study clarified the position of expert knowledge on science and technology in the normative formation process, and clarified the possibility of better governance in this area by re-locating the normative formation process in the existing public law system. Through institutional analysis to position “expertise” in the circular structure of <proposal→evaluation→decision→re-evaluation>, I have organized the pathways for aggregating expertise, and conducted research and surveys on the nature of democratic control over government decisions in a parliamentary cabinet system. We concluded that the objectives of this study can be achieved to some extent by institutionalizing multi-layered control over government legislation and reassessing the role of civil society organizations in the process of norm formation.

Academic Significance and Societal Importance of the Research Achievements

本研究は、その民主的正統性について、これまで充分な総合的検討がされないまま多用されている行政立法について、専門家の関与と市民社会の動員という、その性質において必ずしも親和的とはいえない二つの動きを規範形成過程に体系的に位置づけようと企図した点において学術的意義がある。今日、インターネットの普及に伴う情報社会の進展は、専門家と市民の距離をときに縮め、両者のミスコミュニケーションや市民の専門家に対する不信を生じさせている。本研究は、専門家と市民の両者を規範形成過程に適切に位置づけ、その作用を通してより民主的な立法を目指すものであり、この点において社会的意義がある。
