Outline of Final Research Achievements

The following findings were obtained. (1) Since it is necessary to expand the administrative areas that individual employees should be responsible for through the process of reducing the number of local civil servants from the peak of the number of local civil servants to the present day, the civil service personnel system has strengthened on-the-job training through job rotation. (2)Professionals and full-time positions, which require a long period of work experience and are job-based due to the nature of the jobs, have been shunned from being hired as regular employees because of the trade-off relationship with generalization, and fixed-term employees have been promoted in which necessary professional human resources are procured from the labor market as appropriate. (3) This trend is remarkable in the consultation and support industry, which has increased since 2000, and a considerable proportion of them are employed as non-regular civil servants.

Academic Significance and Societal Importance of the Research Achievements

現在、公務員人事制度の見直し議論が進んでいる。方向性は人事管理を異動を中心としたものからジョブ型への転換である。見直しに至った理由は公務員が選ばれない職業になったからである。志望者数は激減し、内定辞退者・若年退職者は激増している。若手職員を中心にしてワークエンゲージメント(仕事のやる気)が低い状態にあり、その原因は異動中心の人事管理では仕事の達成感が得られないためといわれる。その一方で、ジョブ型で採用される非正規公務員のワークエンゲージメントは、不安定雇用で低水準の処遇であるにもかかわらず高い状態で維持されている。すなわち見直しの方向性はジョブ型・正規化にあることを明らかにしたことにある。
