Outline of Final Research Achievements

This study clarified how Japan's postwar teacher hiring system has changed today, focusing on the "timing" of the recruitment selection process. First, since 2016, there has been an acceleration in the timing at which college students who have taken teaching courses receive unofficial job offers from the private sector. As a result of analysis, not only the timing of receiving unofficial job offers from the private sector but also the preference to emphasize the work environment has a negative effect on college students' desire to teach. The results suggest that it is necessary to improve not only the timing but also the working environment in order to increase the number of teacher candidates.Second, this study analyzed the policy process of "accelerating and multi-lining" teacher recruitment, which has progressed in tandem with the early hiring practices of private enterprises, and found that a linkage with the "common examination" policy has occurred.

Academic Significance and Societal Importance of the Research Achievements

近年、教員採用の受験者数減少の一因として民間企業の採用活動早期化が指摘され、その対策として採用選考試験の「早期化」政策が推進されてきた。しかし①民間企業の採用活動時期が大学生の教職選択に影響しているのか、②「早期化」政策が教員採用制度全体にいかなる変化を及ぼすのか、については実証的な知見が欠けてきた。本研究はこの二点を明らかにすることで、先行研究の蓄積に貢献した(学術的意義)。更に分析で得られた知見を踏まえ、現在の改革の帰結と問題点を指摘した(社会的意義)。
