Research Abstract |
Resettlement process in Miyagi prefecture, Banda Aceh in Indonesia, and Galle city in Sri Lanka was investigated in this year. Literature and field surveys were carried out. Based on the investigation, this study records the following observations: 1.Miyagi Prefecture: Minamisanriku began the construction of a new town in February 2013. The city plans to build 930 public homes in eight locations through 2015. Minamisanriku overwhelmingly chose to adopt the higher-ground relocation approach because it has experienced several severe tsunamis in the past, including the tsunami that occurred as a result of the Great Chilean Earthquake in 1960. 2. Banda Aceh: Banda Aceh disaster-affected people didn’t want to be relocated and want to come back previous home because they feel that “disaster is a fate and ordeal from the god because of our sins.”In terms of economic consideration, Banda Aceh community believes that it is very hard to have employment opportunities and income in a newly relocated area. In their opinion, the Master Plan that includes resettlement process will keep them away from the sea. 3. Sri Lanka: After the Indian Ocean Tsunami, 2004 affected people lived near the coast were relocated in lands provided by the Government, which are located 5 to 10 km far away from the sea. The principle investigator carried out a field survey in resettlements around Galle city in December, 2013. We have found that many inhabitants in the resettlements have returned back to their former dwellings in the prohibited buffer zone.
