Research between Three Years have Produced Folowing Results. ; Many Middle Cities in Germany Introduce Folowing Methods for Improvement of Public Management of Administrative Organization : (1) Decentralization for Responsibility of Administrative Resources (2) Central and/or Strategic Controlling. About (1), Decentralization/Rationalization of Personnel Work and Redistribution of central personnel budget to Departments habe been begun to practice. About (2), Strategic administrative Controlling to support descision-making of executive has been begun to practice in advanced cities.
