研究実績の概要

①西垣と加藤は、ヤードスティック競争モデルにVoice & Exitモデルにおける住民の「交渉と離脱」の行動を導入し、住民の政策形成への参加や公共選択への異議を表明するための移動を内生的に取り扱う地方政府間のヤードスティック競争モデルを完成させ、地方公共財・サービス供給の最適性の分析を行った。さらに、地域間外部性や補助金の政策的インプリケーションの研究を推進し研究を取りまとめている。
②西垣と加藤は、Voice & Exit モデルを2地域ヤードスティックモデルに改修し、住民の政策形成に関する関与を明示的に考慮することで不完全移動を導入することにより、住民の政策形成プロセスへの参加と公共選択への不合意としての退出行動モデルを完成させ、住民の政策形成プロセスへの参加や退出行動がヤードスティッ ク競争の帰結に与える研究を一層推進している。今後、できるだけ早い時期に開催される国際会議や国際学術雑誌等において公表を行う予定である。
③日本における投票モデルやVoice & Exitモデル、地方政府間のヤードスティック競争に関する実証分析については、これまで得られた研究成果をもとにしながら、計量分析の準備と予備的考察を進めた。新しいモデルの推計式を、西垣と牧が連携しながら構築を進め、上記の定性的研究の成果を踏まえて、計量研究に用いる推計手法や説明変数の選択、データの利用可能性や予備的な効果の検証を行った。
④新たな電子政府政策提言に関して、西本は、海外連携協力者との連携により、電子政府の住民参加に果たす役割に関する分析を完成させ、新たな電子政府評価軸の構築を進めている。今後の電子政府評価に応用する予定である。
