| Research Abstract |
Participating in the negotiation conferences of the UNFCCC and the Kyoto Protocol as observers, we followed the progress of negotiation in detail and comprehensively, and presented evaluation of agreements and comparison of options in real time. We also investigated and analyzed the implementation of the Kyoto Protocol and policy developments in European Union, Germany, and the United States, and inquired their implications on international framework. We also investigated the role of European Union, local governments and NGOs as non-governmental actors on negotiation and implementation of agreements.
