| Outline of Final Research Achievements |
1. Teachers’ duties and responsibilities are increasing greatly by "Act for the promotion of measures to prevent bullying (2013)". Subjective judgments of bullying victims are widely esteemed by this Act, therefore to solve troubles between children through conversation or apology from assailants has been very difficult. And conflict between victim child’s parents and assailant child’s parents has occurred, with the result that many teachers are mentally tired.
2. There are various issues in the independent commissions of inquiry into serious situations (ex. suicide, injury, threat or long absence from school) by bullying also. Monetary rewards are very cheap, hence the boards of education are not able to gather experts on bullying problems. And process through interview to victims and assailants sometimes are fading. So, in some cases of bullying, the reports by commissions of inquiry are submitted to boards of education with unfounded inference.

| Academic Significance and Societal Importance of the Research Achievements |
１．「いじめ防止対策推進法」は、困難状況にある多くの子どもたちを救う面も確かにある。しかし実際には、いじめ認定において「被害者の主観」が最大限に尊重される傾向にあり、被害者への支援と加害者への指導という対峙的措置をとるため、子どもたち当事者間での解決への道筋が閉ざされ、学校で対応が困難となる様々なトラブルが起きる原因となっていることが明確になった。
２．重大事態調査をおこなう調査委員会の報告書も、専門性と客観性が確保されているとは言えないケースも多数見られる。十分に練られた上での議員立法ではない、この法律の数々の問題点を多面的に明らかにすることができ、法改正の必要性を世に問うことができた。
