Outline of Final Research Achievements |
With the outbreak of the Korean War in 1950, Japan established the National Police Reserve, which was the starting point for the nation’s rearmament. This study focuses on the successful invitation issued by the city of Matsumoto to a National Police Reserve unit for the purpose of the regional development. The unit in Matsumoto initially used highlands and an airfield to conduct exercises. While some local communities refused to meet the National Police Reserve’s request to use their land on the ground that farmland would be damaged by exercises, other communities accepted the request to facilitate road maintenance and improvement. In 1953, the Matsumoto unit and Matsumoto City formulated a plan to purchase a field in Ariakegahara, a former army exercise site that had been developed as a settlement area. The settlers split into two groups, supporters and opponents. The opposing group had to confront not only with the defense authorities but also with attitudes in Matsumoto City.

Academic Significance and Societal Importance of the Research Achievements |
日本再軍備の起点となった警察予備隊の創設(1950年)は、国内の地域社会の深奥に多様な波紋をもたらした。農地が接収されることに対する農民の反発や、再軍備に反対する革新勢力による反対闘争が生起した一方で、人口増による地域振興に期待して警察予備隊の駐屯を受容しようとする勢力も芽生えてきた。こうして再軍備をめぐる問題は、国政・県政レベルのみならず、地域社会内でも深刻な葛藤を生み出していたのであり、その実相を長野県松本市周辺の事例をもとに明らかにした。こうした状況は、現代の自衛隊の配備をめぐる問題にも通底する論点を提供すると考えられる。
