Outline of Final Research Achievements

This study focused on the role and function of professional standards, focusing on the reality of the National Organisation for Professional Standards and the case of Washington State.
In the national organisations, the structure, roles and functions of the State Teachers' Professional and Teacher Professional Standards Board (professional educator standards board) and the National Board for Professional Teaching Standards (NBPTS) were analysed. After summarising the developments surrounding professional standards across the United States, the actual state of professional standards in Washington State was analysed. Focusing on the legitimacy of the Standards, it clarified the process by which they were developed and how the professionalism of teachers is portrayed in the Standards.

Academic Significance and Societal Importance of the Research Achievements

本研究は,専門職基準の教員による自律的な活用を可能とする諸要件を明らかにすることを目的としており,学術的意義や社会的意義は高い。全米組織で策定される基準の存在やそこで策定・運用される専門職基準の策定過程やそこで描かれる基準の特徴は,いずれも活用を想定されたものであり,専門職基準の正当性を担保しようとする仕組みが読み取れた。また,州レベルの専門職基準の策定や機能も,効果的な活用を促す要素が散りばめられており,それらの実態が明らかにされた。これらの研究成果は,これまでの先行研究では解明されていなかった点であり,意義があると考える。
